One shop, cheap staples and a single well-timed bid for the Board.

Start a Dock-hand and buy a shop in Confluence Spit once you can (B).
Retool it to the good the district wants most (T) and undercut the market with ,. Cheap staples sell out and lift your commoner standing.
When you have a shop, standing 15 and 1,200 Bits in hand, press O to stand for the Aldermen's Board. This run bid once, on day 281 with 8,182 Bits, and won.
Watch for: the bid shows your odds; a lost contest cools Alderman Vel toward you, so wait for good odds rather than bidding early.
