Gather the proof

1. Take the Cleared Bond Notice and Customs Roll in Dreskmark Bond-House.
   Finding Mark Is Customs Authority: “The doubled tick is a customs clearance-stamp, struck only by the customs-house's own die when a bonded lot is weighed and passed — not a mark for any private debt.”
2. Take the Recovered Master Tally in Dreskmark Bond-House.
   Finding Clearing Mark Recurs: “The same doubled tick — two short strokes struck one atop the other — recurs in the margin of every hush-debt: the drowned clerk, the vanished consignment, the burned warrant.”
   Finding Quenn Runs The Cell: “The cross-tally lays every cleared hush-debt against one stamp, each entry struck by the same hand; whoever kept it had a hand in all of it.”
   Lead Recurring Mark Rumor: “The same customs clearing-mark keeps turning up where it has no business being — one hand, quietly, across more than one ledger.”
3. Talk to Doltha Ree in Dreskmark Market Square and choose “Show Ree the customs-roll”.
   Finding Quenn Is The Factor: “Dreskmark holds a single clearance-die, kept by the Concord customs-factor Tamsin Quenn — the recurring mark on the hush-lots can only be hers.”
